COLUMBUS, Ohio (AP) - From the moment he was sworn into office, Republican Gov. Bob Taft made ethical behavior the hallmark of his administration.

He ordered annual ethics training for his staff, fired staffers for improperly accepting gifts and warned public employees that even free rounds of golf were forbidden.

But on Wednesday, Taft became the first Ohio governor charged with a crime, accused of violating the ethics laws he championed to his subordinates.

He was scheduled to appear in a courtroom Thursday to answer allegations that he failed to report 52 gifts, including dinners, golf games and professional hockey tickets.
