because the law pretty much says they have to. A large percentage of big box retailers, especially in the exurban/rural areas, are built on, or next to, wetlands (where's a nice flat place for a parking lot? wetlands) which, under EPA rules, have to be replaced. So they manufacture wetlands on useless property (notice the ponds next to the driveway into the Walmart? that's a 'wetland' Google "walmart wetland" for all the times they've settled cases by building 'new' wetlands adjacent to the ones they plowed under.
