The decision in Buck v. Bell has not been overturned since the 20's.

The government (federal, state, agency) can order a hearing for any citizen in order to adjudge that individual "unfit", "feebleminded", (read, unsuitable-to-breed). If the Court agrees, the government can petition to have that individual sterilized against his/her will.

The defendent in the cited Supreme Court case was determined to be "feebleminded". In fact, she was an unwed mother, who was herself the daughter of an unwed mother, living in poverty in Virginia. The state didn't want her reproducing like a rabbit, making her and her family a burden on the community. If she was "slow", it was due to lack of education. (Ironically, the daughter of the defendant was tested years after the case, and found to have a higher-than-average IQ.)

The point: the laws are still on the books in some states, they are enforceable, and the government has its foot in the door.
