2. Another question... what is the implication if bush "didn't lie"
1. That he and his advisors were too lazy to read the intelligence reports that included many, many caveats to the intell findings.

This would imply that even when the stakes were at the highest... sending loyal americans into war and possibly to their death... they couldn't be bothered to read even short intel reports/summaries.

or

2. That he is so trusting of his advisors that he makes decisions upon their advice (including intel) BUT when their advice turns out to be wrong - he keeps them in office, and keeps relying on their advice regardless of the consequences.

Neither paints W in a good light as being competent as president.
