12. Did Clinton ever do that?
I don't ever remember reading about Clinton rebuking (or pretending to rebuke) a cabinet member and then publicizing it. If it is true that Bush rebuked Rumsfeld publicly, then it is inexcusable in a leader. Rumsfeld is Bush's pick for SecDef. The buck stops with Bush (at least publicly).

If this is false and just designed to distance Bush from the scandal, well that's just Rove. It's the kind of politics only acceptable to a certain kind of Republican.
