Rumsfeld Delays $20 Billion Deal With Boeing

In an action that delays a controversial decision until after the November election, Secretary of Defense Donald H. Rumsfeld announced he was holding off on a $20 billion contract with Boeing for aerial refueling tankers pending further studies of the proposed deal.
