He bought up a bunch of junk from remnants of the AQ Khan Pakistani nuke network for pennies on the pound, and turned that over to the US as evidence he was 'through with a nuke attempt'. When the Americans took it back, and saw that most of it was useless or broken, it was too late, the deals were signed.
