6. It's a simple problem, really.
Poppies are cheap. Heroine is expensive.

Just corner the market on poppies. Let them grow as much as they want (while encouraging them to move to other crops) and buy the entire crop. Only do 'crop eradication' on those farmers who sell to anyone else.

The expense would certainly be far less to buy the crop than to carry out military operations to destroy it putting men and materiel at risk. It would keep the farmers out of the influence of the drug lords and Al Queda (not necessarily the same thing).

As a side benefit, the government would control the production of legal opiates for Big Pharma - the REAL drug dealers.
