living in this town.

I would assume that the twins are children of that community or else ex-Nazi men married to local women.

Several of my friends in China were white men married to Chinese women who had blonde haired, blue eyed kids whose coloring got darker as they got older. If you look in the picture, the parents and grandparents have dark hair and only the pre-schoolers are blonde. So maybe they'll have darker hair when they grow up.
