Due to dry air entrainment and an eyewall replacement cycle. It still had the surge of a category 4 or 5 though, because even if the winds weaken, the surge take more time to go down.

As for landfall intensities: 110 knots (125 mph) at Buras, LA and 105 knots (120 mph) at LA/MS border. Both of those are cat 3. (cat 4 starts at 115 knots)
