The article states just that:

It turned out that the detection system had malfunctioned and there was no hazard.

This little tidbit is kind of important because it means that Cheney lost it based on a false alarm and still harbored the resentment. He pushed for torture because of something that did not happen. That's even more messed up than if he actually been exposed.
