The Bush Administrations policy regarding New Orleans is simply - to do nothing. They wont say, out loud, that they aren't going to do anything, that would anger black residents (I'm paraphrasing). So they say something like, "If you own property, sure, come on back!", but the city isn't functioning, there are no utilities or other civic services. In many areas the wreckage is still as it was. In effect, they are letting the city die. (Someone tell me again why Google was using Pre-Katrina satellite photos.)
