Job creation tops US diplomat's Iraq agenda

With the need to disarm militias becoming a main priority in stabilising Iraq, the US ambassador to the country yesterday revealed plans to try to mobilise international donors to fund schemes to stand down armed groups and find their members jobs. Among the donors that would be urged to help are some of Iraq's neighbours.

"Discussions are going on about the possibility of some sort of international meeting {before the end of the year} that could discuss {a compact in which} the Iraqi government commits itself to certain goals, and the international community led by the states of the region and others commit themselves to support" those goals, Zalmay Khalilzad told the FT.

"One of the areas where there will be a need for help from the international community will be the reintegration of people who are in militias and other unauthorised military formations" into other occupations, Mr Khalilzad said, speaking from his residence in Baghdad's fortified green zone.


US military officers have suggested job creation as a response both to the militia problem and to the insurgency, giving the country's millions of unemployed young men an alternative way to earn their living.
