I don't think most of them can be stopped unless one has a massive intelligence and military force. Britain couldn't stop the attack on their transportation system. Spain had an attack. Anyone who thinks the current cabal in the White House can prevent an attack isn't dealing with reality. I think one will occur, when they are ready for one, when they have a particular objective in mind witha particular "payoff".
