One of my co-workers pointed out that a low bail can actually be seen as a subtle insult, a way of saying, "You are small fish and not worth bothering about, except as a technicality." She brought up a classic Bugs Bunny cartoon where Bugs goes in to quite a tizzy, very insulted when he finds out the government is offering a bounty for rabbits... of only 2 cents.

I think it is too subtle for Texas politics, but I live in Seattle, so what do I know? :shrug:
