John Saul writes extensively about "technocrats" - people who are so specialized in what they do that they have their own vocabulary for their work that excludes others formbeing a part of their group. The use that to keep themselves in their power positions. It is much more complicated than that, but I can't come up with any concise definition. I suggest reading "Voltaire's Bastards" for more information.
I have never seen the word used elsewhere, so I am assuming the reporter means the same thing as Saul.
