it would have been apparent he was at a loss for words really and stammered and stumbled his way through an 'answer'. it was appalling to watch. the transcripts to NOT do it justice at all. the truth is more like this;

"One of the most hurtful things I can hear is, 'Bush doesn't care about African Americans,'... uh, for example... er,First of all, it's, uh, not true... And, uh, secondly, I, uh... believe that... uh, obviously I've got to do a better job of communicating, I guess, to, uh... certain folks, because my job is to say to people, we're all equally American, and the American opportunity applies to you just as much as somebody else."

THAT is a far more accurate version of what happened during that debacle of a press conference.
