Like that famous line "I rob banks because that's where the money is" If he wants to balance the budget he needs money and that means he must go where the money is. It is against everything Republicans stand for because it is truth. They live in a total fantasy land and sometimes are forced to come back to reality and this is one of those instances. The budget can not be balanced any other way and sustain itself.
