18. Intuitively I have had the sense from the beginning that a recount in WA
(a manual handcount - not machine) will end up not only proving definitively that Gregoire is the new WA State Governor, but it will demonstrate what other discrepancies that exist in the use of machines, not only for voting but for machine recounts. If it goes to court, it could help out with other cases in other states.
