Do you likewise think the "public" part of Certified Public Accountant means that all CPAs work for the government?

In some areas, public defenders do work for the government, whereas in other areas, they are private attorneys that have been approved by the courts. I'm not sure which Biden was, but as another poster already pointed out, Biden most certainly worked in private practice during his early career, so your point is moot regardless.
