That is literally right there in the law books.
Freeing our future from mind numbing debt will anger some, especially those who profit from this maze of a system. Nonetheless, it is not executive overreach when the power is clearly enunciated in federal law.
People can argue -- and they are -- that is not what the law says. Nevertheless, those are the exact words and there is no limitation.
If Congress believes it is better to leave our future buried under mountains of debt, it can change the law.
Congress has the power to legislate. The president has the power to execute those laws.
