18. That was the title of the article and from the first paragraph in the OP,

it's clearly spelled out what this is about.

It's not as if a President Bernie Sanders would go to West Virginia and take Manchin's lunch money.

Damn right they will. You know why? Were going to go to West Virginia, Sanders responded, specifically singling out Manchin, who has been far chummier with Trump than he ever was with Barack Obama. Your average politician sits around and he or she thinks, Lets see. If I do this, Im going to have the big money interests putting 30-second ads against me. So Id better not do it. But now theyre going to have to think, If I dont support an agenda that works for working people, Im going to have President Sanders coming to my state and rallying working-class people.

I even spelled out the meaning of this in the OP as "bully pulpit" and gave a historical definition on post#2 and directly to you just above from wikipedia and here again but you want to keep re-fighting 2016.

A bully pulpit is a conspicuous position that provides an opportunity to speak out and be listened to. This term was coined by United States President Theodore Roosevelt, who referred to his office as a "bully pulpit", by which he meant a terrific platform from which to advocate an agenda. Roosevelt used the word bully as an adjective meaning "superb" or "wonderful", a more common usage at that time.[1][2]

P. S. Apparently the rest of the article didn't mean anything to you.
If I were to vote in a presidential
primary today, I would vote for:
Bernie Sanders
