You make a sound analysis about the Dem women listserv (which i would not have received not being a woman, but Klobuchar might have)

Even if i had been the first to coin it, the point in putting it out there is the hope that it will be of use....

That said, the main point is the apparent bipartisan repurposing. I think one can work across the aisle with legislation, but elections are not bipartisan affairs, so there seems to be a distinction to be made here in how the phrase is used -the general context. If it weren't for that angle I wouldn't say a thing about her using it.
