As Chief Executive, determining how the laws of the US are enforced is one of the primary authorities given to the President.

And by giving "the pukes 5 months to attack him over this issue" Obama defines the debate. This is absolutely an issue Obama would rather be discussing. It not only supports the meme that a "Do Nothing" Congress forced him to this path through severe lack of ability to get the damn job done themselves, but everyday spent arguing whether we should punish and deport immigrant soldiers underscores the negative image of Republicans as extremists on immigration.
