Apparently David Frum, former Bush speechwriter, was as incapable of understanding Kerry's real enthusiasm, when he wrote a piece in the National Review in February 2003, where he bemoaned the fact that for Kerry, it would never be time to go to war -- and spoke of how slow the Bush path had been. Kerry spent all of 2003 and 2004 explaining that his vote was to give Bush more leverage in international negotiations - because as he said then and recently - the US is stronger when the President has the support of Congress. He also did in his speech list Bush's public statements of what he intended to do and said he would speak out if he did not keep these commitments - and he did. Kerry himself has said his vote was wrong, but your description of his position is completely inaccurate.
