can step in. I think Pence would be rational when it comes to this type of life and death situation. Hopefully there are not enough of Trump's sycophant's on the Cabinet to stop the process.

This story is of questionable veracity, but Schlesinger reported:

In 1974, as Nixon prepared to resign as a result of the Watergate scandal, Schlesinger ostensibly worried about Nixon’s stability. He instructed the military, we are told, not to react to White House orders, particularly on nuclear matters. He supposedly prepared plans to deploy troops in Washington if there were anything but a peaceful succession.

In actuality I see something like this playing out if a launch order is given for example. Of course the President could always remove the general's hand and place it on the scanner (joke).
