There were similarly trained individuals who were appointed in NE Ohio (we had a few inappropriately telling the R election judges which individuals to challenge - which we shut down as soon as we heard about them).

As long as the Republican Count or State Organization wanted to appoint them, and they were registered voters in Ohio, there isn't anything legal barrier to them being appointed as individuals (even if the organization wasn't permitted to appoint them).
