(135,425 posts)And no--that's not how it works. They give the rules about how long people have to answer, and how long the response from the other candidate will be, at the beginning of the debate.
Sanders "wags" NOT when he's trying to call attention to himself in a crowd--he does this when it's just himself v. Clinton. He wants to cut off her answer, pull the attention away from her while she is speaking, and reduce the impact of her remarks.
It's very arrogant, what he does, and people have noticed and remarked on it. It's also boorish and unpresidential--in fact, it's lousy conduct for a Senator.
If people just wagged their finger when they wanted to talk, debates would look like customers in a restaurant summoning waiters.
