14. What makes you think financial speculators are limited to working on Wall St?

Oil is a global commodity. Trading happens all over the place. If you banned speculation on oil in the US, it might manage to get everyone else to denominate oil in a currency other than dollars, but it wouldn't stop the speculation on world trade.
