Wall Street is corrupt, but they have an essential role in our economy. And much of what they have produced over the past 100 years is of value. Do they need a heckuva lot more regulation? You betcha. Is the business model itself fraud? No.
They are exceptional at bribing politicians into themselves becoming a fraud foisted upon American voters, however.
