Although that is standard procedure, the Constitution actually permits them to happen at any time with a simple 50% majority, it cannot even be filibustered.

My comrades and I have lost our limbs and lives in service to this country and government. It is time they do us justice, it is time the goiod the righteous among them show the same courage, and go forward with the nuclear option.
