11. The surest way to halt an active shooter is a gun in your hand.

Eyeballing the list of attacks in the US, the majority self-destruct when they encounter armed resistance. Police, armed bystander, you name it.

For the rest, often, like Maldonado at the local Tacoma Mall, no longer hurt people after they encounter an armed combatant. Even if, in the case of Maldonado, he won the exchange with the armed bystander. By the time that little fight was over, all the rest of the bystanders managed to escape, and the cops were just that much closer.
