I say we should control the amount of ammunition a person is allowed to possess. And tax it heavily. Dollar a bullet? Why not? A limit of, let's say 25 rounds in a thirty day period. If you use that up and want more? Sure. Turn in your brass and you get one bullet for every casing you turn in. You want more than 25 rounds? Tough shit. Oh and you have to carry liability insurance if you own a weapon.
