like what color to paint the walls or how many cats you can have. Guns don't sharpen their claws on the door cases, and new guns don't leave stains in the carpet.
There are also health and safety codes that if you don't follow the rules, the owner would be in trouble with code enforcement.
There is also the ex post facto issue.
