1. So many canadian companies have been bought out by hedge funds.

Banning Lavalin, an engineering company, from doing business in canada for years and years would all but ensure it gets taken over. The other option was a fine which is how many western cultures treat corruption (corrupt transaction with libya where the executive is long gone from Lavelin) in their corporations these days. Lavalin being a bilingual french - english international company is huge. Big employer in canada and around the world. PM office was only trying to get the Minister of Justice to do the norm and fine them.
