Seems like the hardest part would be keeping a straight face while answering those questions.

I first read about fee-and-dividend in James Hansen's book, Storms of my Grandchildren. Hansen is one of its biggest proponents, because it has many advantages over a carbon tax:

* Revenue-neutral
* Penalizes carbon use, while rewarding carbon non-use - carbon-frugal consumers get an annual rebate
* Fee imposed at the source; carbon use can't be profitably shifted elsewhere
* Doesn't use the word "tax" : )

In your opinion, why isn't it getting more discussion?
