WASHINGTON—The number of Americans applying for unemployment checks fell last week, suggesting employers continue to expand modestly and the labor market in the world’s largest economy remains strong.

Initial jobless claims, a measure of layoffs across the U.S., fell 10,000 to a seasonally adjusted 268,000 in the week ended May 21, the Labor Department said Thursday. That was below the estimate of 275,000 of economists surveyed by The Wall Street Journal.

Claims have been choppy this spring, hitting a four-decade low in mid-April before rising sharply early this month. They have fallen for two straight weeks.

The broader trend suggests layoffs remain low. Many businesses are expanding or holding steady rather than shrinking as their sales rise and the economy continues to modestly expand almost seven years after the recession.
