I can remember a few times near his run-ins with Picard where there was actually a worthwhile lesson that came out of the fracas. Not that he didn't enjoy watching Picard twist in the wind...he most certainly did. But Romney is just the guy who "likes firing people," and there's no depth behind that. He likes firing people. That makes him feel good. The end.
