There is an organization called GEMA that has a heavy hand in policing rights of copyrighted work, and if they determine a work has not been specifically released for public viewing/listening by its creator (or rights owner or publisher), they can either order it blocked on their own, or do so upon request from rights owners in the country of copyrighting.
