It's also longer standing than anyone seems ready or able to admit.

My best guess says he got hauled into Walter Reed after he kissed the floor. It could have been due to his already obvious ataxia, or there could have been another cause, like a TIA. That's why they tested his cognitive status. I imagine there were some raised eyebrows, but it appears he's largely intact.

As for his mental condition, he was born with loose screws. His daddy refused to let anyone tighten them.
