Did he clarify that he was talking specifically about ms-13? No, he was being more general. He didn't say every last undocumented immigrant was an animal either, but in a context where he had absolutely positive to say about them, the inference is clear.
It's the same when he said "they're sending us their rapists" eventually he added "and some. I assume, are good people". That time he explicitly noted that not all Mexican immigrants are rapists, but barely adding it, as an afterthought. The implication is obvious, and everyone rightly took it as smearing all Mexican immigrants, not just the tiny few who happened to be rapists.
Even if he was explicitly, narrowly talking just about me-13, it's never right to reduce people to mere animal status. even horrible criminals are human.
