treated like the country owes them something above and beyond. It's any high ranking military official. They think the laws do not apply to them because of their military service and its has reached the level of extortion the way they treat you if you do not obey their authority.

Imagine someone using his rank to get around building codes that will affect your property. And you're pegged the bad guy because you're going up against a veteran. It's extortion.
