4. Why can't FEMA assist the families in need to clear the deeds

Maybe a place like Brennan Center for Justice, or SPLC or other org. could help faciliatate getting a real deed. Make sure that the property owners aren't bilked, or course. Get the families loans or grants for the purpose of clearing the deed, and open the door to the FEMA loans and other loans so they can repair their properties and businesses.

How inequitible! Tied to land you rely on to live, and unable to get the full benefit of your biggest asset.
