First thing: make DC a state.
Then: give PR the option. They’ll probably need to hold a referendum.

PR residents are US citizens but don’t pay income taxes. They held a referendum which voted for statehood but turnout wasn’t that high so I think slightly less than 50% of all PR residents voted for statehood.

DC doesn’t have either issue. DC residents ALREADY pay income tax, and in the recent DC referendum something like 80% of DC residents voted to become a state.

So DC is a no brainer. Make it a state. And give PR the option.
