California was reapportioned, new districts drawn, by a neutral bipartisan commission after the 2010 census and Brown election. That has caused a gradually more accurate, truer voter representation within districts over the older district lines that protected extreme RWers like Issa & Rohrbacker.
Amazing how democracy works when democrats are able to make elections fair.
