Why do you assert it is "most likely" that it was included in a "dataset"? Even if it was an "oops" in that he downloaded it accidently as part of a collection of documents, why couldn't he delete it from his thumbdrive, knowing he shouldn't have it? Why did he travel to Hong Kong and Russia with it?
