They are already part of the Navy. Combining them with the Army would have bad consequences on their mission capabilities. As money gets tight they will suffer from the top brass dick flop, and the Old Guard Army will hold it against them. The Navy now funds them as little as possible. All the services missions are expressly defined by Senior Leadership and Civilian Oversight, using the QDR the forces are shaped and funded by that review.
