have a referendum process? From what I understand, your state was pretty decimated via gerrymandering which has led to the overwhelming R presence. In CA, we got a proposition on the ballot that gave over redistricting to a committee and it passed. The committee was formed and the lines redrawn after the 2010 census. The new districts now are more "boxy" and less "fingery" (???). We went from CD 19 to CD 22. Anyway we were able to achieve that via the referendum process which is why I asked.
