3. This is over the supposed "paper shortage" on Election Day

Somebody on the Election Board screwed up and didn't order enough ballots printed. So people in Luzerne County showed up to vote on Nov. 8th and there weren't enough paper ballots to go around.

Every county in Pennsylvania was furnished with new, working electronic voting machines in 2018. Every voter in Pennsylvania has to option to request a mailed ballot at least 30 days before Election Day. What's the problem?
