The good news? He's such a clumsy, ham-handed clod that once his trail is discovered, it should be easy to track. The bad news? When you find just what he's clumsily lodged in some legalistic cranny or bureaucratic nook, it may be irremovable. I suspect it's all, like stolen bank money, dyed. The color of the dye should reveal the identity of the culprit, federalist blue blood.
